Answers the operator directive one step past the blocker map (art. 12 v1.2): the map lists blockers in heterogeneous units; this ledger converts every row into ONE currency — days/years of delay to humanity's K=1 arrival date. All magnitudes from knowledge/16 v1.2 (sources there); arithmetic Python-checked (knowledge/data/delay_ledger_v1.py).
BASELINES (rule #8 decomposition printed): r=2.4%/yr (2020s pace = 1.55%/yr per-capita + 0.82%/yr population) -> K=1 in 264 yr; r=1.55%/yr (neutral demographic default, art. 10 v1.1) -> 407 yr. P0=19.2 TW; multiple x526 (low end 526-560).
TWO DELAY CURRENCIES (the physics):
- LEVEL: stock missing or output clipped while the stock keeps growing (curtailment, T&D, exits, destruction, queue latency). Persistent clip x -> delay = ln(1/(1-x))/ln(1+r) ~ x/r. Days for %-scale clips.
- FLOW: build-rate suppression (capacity never built) — COMPOUNDS. Simulated 0.1-yr steps, P <- P(1+r dt) - F dt while friction holds. Same TW "size" is 10-100x costlier than LEVEL.
PERSISTENCE LAW (core finding): one-off events move the K=1 date by DAYS; only persistent rate terms move it by DECADES. China's record 2025 build (435 GW = 0.47% of world power) as a one-off advances arrival 72 d [111 d]; the SAME build every year advances it 42 yr [93 yr]. ([x] = 1.55% baseline.)
