VERDICT: nobody is trying to keep humanity at K=0.73 as a goal; what
prevents K1 is self-inflicted process friction currently being reformed.
Watch metrics: LBNL median queue dwell + NEPA EIS durations — the two
numbers that price class-K leverage. Own-direction marks: S magnitudes
PESS-leaning (touched > blocked), K harm OPT-leaning (association != sole
causation).
PROMPT CLAIMS THAT FAILED VERIFICATION: Sunrise Wind never cancelled (~50%
built, power due 2H2026); "June 2024 50% solar tariff" conflates S301
(eff 2024-09) with S201 bifacial revocation; Germany 2023 exit was ~4 GW,
not 6 (8.3-8.8 GW was 2011).
